ПАО НК “Роснефть” не публикует торги в ЕИС
С середины 2021 года ПАО НК “Роснефть” не публикует торги в ЕИС. Как правило, организация размещает их на своем сайте в разделе закупок и на ЭТП АО “ТЭК-Торг”. С введением санкций большинство процедур “Роснефти” публикуется в закрытую. Общего доступа к закупкам на сайте компании нет.
Способы закупок ПАО НК “Роснефть”
Согласно своему положению о закупках, ПАО НК “Роснефть” проводит процедуры через запрос цен, оферт и котировок, конкурентные переговоры и закупку у единственного поставщика.
Если поставщик не хочет тратить время и деньги на регистрацию на ЭТП и получение цифровой подписи, а также если пока не готов брать в работу крупные контракты, то он может начать участвовать в тендерах “Роснефти” через интернет-магазин КИМ. Заказчик размещает в нем закупки до 5 млн ₽.
После успешного выполнения недорогих контрактов ПАО “НК Роснефть” поставщику можно попробовать себя в более крупных закупках заказчика.
Оплата договоров ПАО НК “Роснефть”
Эксперт Академии новой экономики разобрал вопросы подписчиков по срокам оплаты договоров ПАО “НК Роснефть”
“У публичного общества в контрактах с участием СМП срок оплаты составляет 15 дней, согласно 223-ФЗ. Вступил в силу 104-ФЗ от 16.04.2022 о сокращении сроков оплаты до 7 дней с даты приемки ТРУ. При этом останутся варианты по определению закупок с другими сроками”.
“Точечно оказать воздействие на конкретного заказчика оно законодательно не может. Если участник закупки “Роснефти” считает, что его права нарушены в плане проведения процедуры закупки (в том числе в части оплаты), и все средства воздействия на заказчика исчерпаны (претензионная работа и т.п.), то поставщик может обратится в ФАС или в суд”

Announcement of upcoming changes to the conduct of inspections of potential suppliers for compliance with the requirements imposed within the framework of due diligence.
Please, notice that the procedure for checking suppliers against the minimum requirements for participants in procurement procedures is being changed in Rosneft and the Group’s Companies starting from 1 September 2021.
Vetting of suppliers for compliance with the requirements as part of due diligence (the procedure instead of the accreditation procedure) will be carried out exclusively within the framework of procurement procedures or qualification campaigns.
Applications for accreditation submitted until 1 September 2021 outside the framework of procurement procedures (voluntary accreditation) will be automatically rejected.
Positive accreditation results carried out before 1 September 2021 will be valid until the expiration date and will be accepted when participating in procurement procedures.
Dear procurement participants!
1. To provide since the first time the best offer with a minimum price without relying on the possibility of improvement during negotiations, rebidding. In accordance with the Regulations on the procurement of goods, works, services, implementation of rebidding or negotiations is a right, and not an obligation of the Customer. Negotiations and rebidding postpone the procurement process, which neither the Customer nor the procurement bidders are interested in. Considering the urgency of addressing the need for separate procurements, negotiations or rebidding can not be held.
2. To provide from the first time carefully completed technical proposal , without an anticipation of submission of a request (s) by the Company. The bid can be rejected without asking for details from the Procurement manager. The Provision on the procurement of goods, works, services provides a right for the Customer to submit a request to the procurement bidders to specify the bid is provided, and not an obligation.
3. To register in advance on the electronic trading platform of TEK-Torg JSC (hereinafter — ETP) in the section of Rosneft. In the case of electronic procurement, applications from participants registered on the electronic trading platform in the section of Rosneft ( https://www.tektorg.ru/rosneft/ ) and signed by a qualified electronic signature will be accepted for consideration
4. To submit in advance an application to the ETP for participation in the procurement procedure with all necessary documents attached, signed by a qualified electronic signature before the established period (date, time) for deadline of submission of applications, in order to exclude the risk of delay of submission of an application and the inability to place an offer on ETP. The procurement manager does not have the right to extend the bid submission date, if information about the impossibility of submitting a bid is received from the bidder after the bid deadline.
5. To provide the signed contract in electronic form together with the commercial part.
