1. Approve the attached Procedure for the functioning and use of the information system of the Chuvash Republic «Regional information system for procurement management of the Chuvash Republic, integrated with a unified information system in the field of procurement» (hereinafter — IS «Procurement Management of the Chuvash Republic»).

2. Designate the State Service of the Chuvash Republic for Competition Policy and Tariffs as the operator of the IS «Procurement Management of the Chuvash Republic».

3. This Resolution shall enter into force ten days after the date of its official publication.

1.1. This Procedure establishes the rules for the functioning and use of the information system of the Chuvash Republic «Regional information system for procurement management of the Chuvash Republic, integrated with a unified information system in the field of procurement» (hereinafter — IS «Procurement Management of the Chuvash Republic»).

1.2. And C «Procurement Management of the Chuvash Republic» is integrated with a unified information system in the field of procurement of goods, works, services to meet state and municipal needs (hereinafter referred to as UIS) and is located on the Internet information and telecommunication network at: http://torgi .cap.ru/webtorgi.

1.4. And C «Procurement Management of the Chuvash Republic» provides:

interaction with the automated budget process management system, electronic platforms that ensure the determination of suppliers (contractors, performers) in the ways provided for by the Federal Law «On the contract system in the field of procurement of goods, works, services to meet state and municipal needs» (hereinafter — Federal law on the contract system), in electronic form;

formation, processing, storage and provision of data (including automated ones) to participants in the contract system in the field of procurement of goods, works, services to meet state and municipal needs within the framework of the relations specified in part 1 of article 1 of the Federal Law on the contract system ;

use of an electronic signature, the type of which is provided for by the Federal Law on the contract system, for signing electronic documents provided for by the Federal Law on the contract system;

compliance control:

information on the amount of financial support included in the schedules for the procurement of goods, works, services to meet the needs of the Chuvash Republic (hereinafter — procurement), information on the amount of financial support for procurement, approved and brought to the attention of the customer;

information contained in procurement notices, procurement documentation, information contained in procurement schedules;

information contained in the protocols for determining suppliers (contractors, performers), information contained in the procurement documentation;

the terms of the draft contract sent in the form of an electronic document to the procurement participant with whom the contract is concluded, the information contained in the protocol for determining the supplier (contractor, performer);

information about the contract concluded by the customer, sent from the IS «Procurement Management of the Chuvash Republic» to the register of contracts, the terms of the contract.

1.4.1. And C «Procurement Management of the Chuvash Republic» includes a regional catalog of goods, works, services to meet the needs of the Chuvash Republic (hereinafter referred to as the regional catalog), containing unified requirements for purchased goods, works, services for procurement.

1.5. And C «Procurement Management of the Chuvash Republic» ensures the transfer to the EIS, as well as the receipt from the EIS of the following information and documents:

information on the implementation of procurement schedules;

information on procurement, provided for by the Federal Law on the contract system, on the execution of contracts;

requests from users of the IS «Procurement Management of the Chuvash Republic», including requests for prices for goods, works, services, provided for by Part 5 of Article 22 of the Federal Law on the Contract System;

customer reports provided for by the Federal Law on the contract system;

methodological and other information, the placement of which does not contradict the legislation of the Russian Federation.

1.6. The IS «Procurement Management of the Chuvash Republic» uses directories, registers and classifiers used in the EIS.

1.7. The basic concepts used in this Procedure shall be applied in the same sense as in the Federal Law on the contract system.

2.2. And C «Procurement Management of the Chuvash Republic» ensures the placement of the information contained in it in the EIS, including for the purpose of its publication on the official website in the information and telecommunication network «Internet» (hereinafter referred to as the official website) of the EIS.

2.3. Placement of information in the IS «Procurement Management of the Chuvash Republic» is carried out by filling in the screen forms with the relevant information, placing an electronic document in the form of a separate file in the appropriate section of the IS «Procurement Management of the Chuvash Republic», as well as by interaction of the IS «Procurement Management of the Chuvash Republic» with other information systems.

2.4. Attached files must be in common open formats that allow the document to be viewed by means of publicly available information and document viewing software, and must not be encrypted or protected by means that do not allow familiarization with their contents without additional software or technological tools.

2.5. And C «Procurement Management of the Chuvash Republic» provides:

registration and storage of information about the history of the movement of electronic documents and information, including all actions for the formation, signing, placement, change and deletion of information in the IS «Procurement Management of the Chuvash Republic», about the exact time and content of such actions, as well as information about the persons who carried out these actions;

integrity and availability of information posted in the IS «Procurement Management of the Chuvash Republic»;

the ability to determine the date and time of posting information in the IS «Procurement Management of the Chuvash Republic», as well as the date and time of the last change of information in this system;

maintaining the operability of the IS «Procurement Management of the Chuvash Republic» in case of incorrect actions of users of these systems;

backup of information and documents in order to restore the database of the IS «Procurement Management of the Chuvash Republic» or its components.

2.6. Participants of the IS «Procurement Management of the Chuvash Republic» are:

operator of IS «Procurement Management of the Chuvash Republic»;

subjects of IS «Procurement Management of the Chuvash Republic»;

users of the IS «Procurement Management of the Chuvash Republic».

2.7. The subjects of the IS «Procurement Management of the Chuvash Republic» are customers of the Chuvash Republic, municipal customers, municipal budgetary institutions, the State Service of the Chuvash Republic for Competition Policy and Tariffs, the state institution of the Chuvash Republic «Regional Procurement Center of the Chuvash Republic» (hereinafter referred to as the state institution), as well as other persons using the IS «Procurement Management of the Chuvash Republic» to implement their functions and powers provided for by the Federal Law on the contract system.

2.8. Users of the IS «Procurement Management of the Chuvash Republic» are individuals and legal entities using the information contained in the IS «Procurement Management of the Chuvash Republic» to ensure their rights and legitimate interests.

2.9. The operator of the IS «Procurement Management of the Chuvash Republic» provides:

efficient and uninterrupted functioning of the IS «Procurement Management of the Chuvash Republic»;
