How to get an electronic signature (ES) to work on the ETP of TEK-Torg JSC?

To work on the electronic trading platform of TEK-Torg JSC, you must use an electronic signature certificate (qualified for residents of the Russian Federation, unqualified for non-residents).

To obtain a qualified electronic signature (ES) certificate online, go to the form (https://www.tektorg.ru/e-signature) or contact one of the certification centers accredited by the Ministry of Communications of Russia.

At the ETP there is an opportunity to work in the General section «Procurement procedures» and in the section Sale of property without the mandatory use of the EDS. In case of accreditation without downloading the ES, the Participants in the list of procedures will have access to only those procedures that were published by the Organizers with a sign that allows them to apply for participation without downloading the ES.

An electronic signature is not required for work in the Gazprom-Drilling and Internet-Shop sections.

How long does it take to get an ES to work on the ETP?

The standard term for issuing an ES is 4 days.

How to get accreditation at the ETP?

After receiving the ES, it is necessary to pass accreditation, which consists of two stages:

Stage 1: Registration of a new user on the ETP and activation of the e-mail address.
Stage 2: submission of an application for accreditation of a legal entity/individual on the ETP as a Participant/Organizer of the procurement procedure.

What documents are needed for registration on the ETP?

In accordance with the Rules of work on the ETP, an application for accreditation is considered within 5 working days. The actual time for consideration of an application for accreditation does not exceed 24 hours.

The Participant can independently generate an invoice for payment in the Finance section in the personal account on the ETP.

How long does it take for funds to be credited?

How to issue a refund?

Funds are returned only from the amount of available funds on the personal account on the ETP. You can view this information in your personal account in the «Finance» section, select the «Personal account status» item.

Free funds can be returned in two ways:

1. You can apply for a refund yourself through the «Finance» section, sub-item «Refund Applications». The funds will be returned to the bank details specified in the personal account. The funds will be returned within 5 working days.

2. Companies that own sections make purchases on them for their needs in the framework of 223-FZ. Rosneft has an additional section for the sale of petroleum products.

All purchases are made differently. There are 4 main forms of holding — auction, competition, request for proposals and request for quotations (prices). You can find out what their differences and features are here.

You can see what purchases are published on TEK-Torg, and you can find suitable ones among them without registering on the site. But you can organize a tender or take part in it only from your personal account.

How to register on TEK-Torg

Before starting work at TEK-Torg, obtain an electronic signature (ES, EDS), prepare documents and register in the Unified Information System (EIS, zakupki.gov.ru). An account in the EIS automatically registers the user on TEK-Torg and other federal ETPs.

It is not necessary to register with the EIS to work with property sales and ZMO — just go to the official website of TEK-Torg, click the «Registration» button in the upper right corner, select a section and fill out the form.

Get EDS

To register in the EIS and work on the ETP, you need a qualified electronic signature (QES). To ES has the same legal force as a handwritten signature with a seal, and protects documents from forgery.

Order an EDS for trading at the Tenzor CA. All you need is a passport and SNILS. The signature will be issued within an hour, you can get it at one of the distribution centers in your city or order home delivery.

The next step after receiving the signature is the preparation of documents for registration.

The first step is to create an account on the State Services (ESIA).

The Federal Tax Service will check the data within 5 business days. The registration status can be viewed in the personal account of the State Services or simply wait for the results of the verification by e-mail.

The second step is to create an account in the UIS.

The EIS will verify the entered information within 1 business day. If everything is correct, the data about the participant will be included in the Unified Register of Procurement Participants (ERUZ) on the next business day. Otherwise, registration will be denied. You will have to fill out the form again and send it for confirmation.

Another 1 business day will take the transfer of data from the EIS to federal ETPs.

Sole proprietor Andrey Vasiliev found an interesting tender at TEK-Torg and decided to take part in it. There were four days left until the deadline for submitting applications. To apply, Andrey began to register with the EIS. Data on an individual entrepreneur appeared in the ERUZ only on the fifth day, and Andrey did not have time to take part in the purchase.

Registration in the UIS is valid for 3 years. Six months before the expiration of this period, it becomes possible to send an application for re-registration. If less than three months are left before the registration deadline, they will not be allowed to participate in the purchase.

After registration, you can proceed to work at TEK-Torg.

We will briefly describe each step to give a general idea of ​​participation in tenders at TEK-Torg. However, before participating in the purchase, we advise you to read the instructions on the ETP.

Open a special account (44-FZ, 223-FZ)

A special account (special account) will be required to participate in public procurement and corporate tenders organized among small and medium enterprises (SMEs). It pays for the security of the application and ETP services in case of winning the tender.

Here and below, we use the terms «bid security», «contract enforcement» and others. If you are not familiar with them yet, take a look at our glossary of terms.

To open a special account, select a bank from the list approved by the Government of the Russian Federation and apply for opening, attaching the documents. The account will be opened within 1 business day. The bank itself will send a notification about opening an account to the ETP.

Find a Purchase

Go to «Procedures», enter keywords in the search bar. Using the advanced search filters, define the region, the stage of the event, the starting price and other parameters. Click Search. T EK-Torg will find suitable tenders among those published on the site.

You can study the purchase by clicking on the «Notice» link in the «Operations» column. The purchase card will open. To view the auction documents, go to the «Procedure Documentation» tab. If, after studying the documents, something remains unclear, submit a request for clarification to the customer.

Request for clarification of documentation

You can submit a request no later than 3-5 days before the deadline for accepting applications. This is necessary so that the customer has time to publish the answer and, if necessary, make changes to the documentation.

The size of attached documents must not exceed 20 MB. If the document is too large, archive it.

The answer will appear on TEK-Torg within 2 business days. To view it, go to the purchase card, tab «Procedure Documentation» — «Explanation of the provisions of the auction documentation».

If there are still questions after the customer’s response, send a new request for clarification. If everything is clear, apply.

Apply for participation

In the «Operations» column, click on the «Apply to participate» link. An application form will open. The form fields must be filled in with information about the proposed product (work or service) and information about the supplier. Attach the required documents in the appropriate fields of the form. In tenders, requests for quotations and offers, there is a field in which you need to enter the proposed price of the contract. In an auction, the supplier offers a price during electronic trading — we will talk about this below.

The list of documents for participation is strictly defined only in public procurement. In other tenders, the list may be supplemented or completely changed by the customer. Here is a list of documents that are defined in 44-FZ.

After completing the application form, click «Sign and Submit Application». A form with the text of the application will be displayed. Recheck the application and click either «Sign and Submit» or «Return to Editing».

To edit the application after submitting, go to «Procedures». Click on the «Change/withdraw application» link. To edit, select «Withdraw the previous application and submit with the changes.» If you change your mind about participating in the procurement, click «Withdraw the application for participation in the procurement». You can withdraw or edit an application until the end of the application period.

After the end of the bid period, the customer will review the bids and, depending on the type of procedure, either select the winner or allow them to participate in the auction.

Take part in the auction (auction, rebidding)

In a number of trading procedures, an additional stage is carried out — an auction or

. At this stage, the amount that the customer will pay to the supplier for the performance of obligations under the contract is set. The time and date of the start of the auction are specified in the notice of purchase, they are set by the customer.

Let’s consider participation in trading at TEK-Torg using the example of an auction under 44-FZ.

After the start of trading, the status of the participant’s application changes to «Submission of the bid». To submit a price, go to «Procedures» and find the required purchase. In the «Operations» column, click the «Trades» link. The quotation submission form will be displayed. Enter the price and click on the «Submit Offers» button. A request to confirm the submission of a quote will open. Click Yes.

The participant has 10 minutes to submit a price — from the moment the last minimum offer was submitted. If after 10 minutes no new prices are offered, the auction ends. The winner is the participant who offered the lowest price.

Then the second stage of the auction follows — everything is about the same. At this stage, participants who did not take first place can improve their price offer. Typically, bidders compete for second place in the hope that the winner’s bid will be rejected and the runner-up will be declared the winner.

Upon completion of the electronic auction, the customer will draw up a draft contract and send it to the winner for signing.

Sign a contract (in case of victory)

If the terms of the contract are in accordance with the provisions of the procurement documents, enter the performance security of the contract — if required. The contract can be secured with a bank guarantee or by transferring the required amount to the customer’s account. It may take up to 5 days to issue a bank guarantee. Get a bank guarantee in advance so as not to delay the signing of the contract.

Go to the contract card and mark the method of provision.

If, during a competitive rebidding or auction under 44-FZ, the price of the contract fell by 25% below the initial one, you will need to deposit a one and a half amount of security or document good faith. To confirm good faith, provide registry numbers of 3 government contracts executed without fines and penalties. The price of one of the contracts must be no less than 20% of the initial price (NMP) of the current contract. Numbers can be copied from the UIS. Contracts must be no more than three years old.

If the NMC of the purchase is more than 15 million, there will be no opportunity to confirm good faith with documents — you will have to pay increased security.

In the purchase of fuel, medicines, food and emergency medical supplies, the proposed price must be justified. Suitable documents are:

After filling in all the fields, click «Sign the last actual draft contract». You will be prompted to confirm the operation. Click Sign. In the window that opens, select the ES certificate and click «OK».

If the terms of the contract are formulated inaccurately and disagree with the procurement documentation, send the protocol of disagreements to the customer.

Prepare a dispute protocol file (template). In the contract card, click on the button «Place a new protocol of disagreements» and attach the prepared document («Upload file»). Click Sign. In the window that opens, select the digital signature certificate and click «OK».

The customer will review the protocol and publish the finalized draft contract within 3 days. The new project will appear in the purchase card.

Otherwise, the customer will send the previous draft contract and indicate the reasons why it refuses to make changes.

How to make purchases at TEK-Torg

Customers under 44-FZ work with UIS. All documents published in the EIS are automatically sent to TEK-Torg. Corporate and commercial customers work on the site.

The first step in the procurement is the publication of a notice and procurement documentation. If you receive requests for clarification of the procurement documentation, you must respond within 2 days. At the end of the period for accepting applications, consider the applications received from the participants. The winner is determined either after consideration of applications (request for quotations, request for proposals, tender without rebidding), or after a trading procedure (auction, rebidding stage in the tender). The customer draws up and sends a draft contract to the winner. If necessary, the project is being finalized. After the supplier, the contract is signed by the customer.

How to buy property at TEK-Torg

The algorithm for participation in the sale of property is approximately the same as in purchases.

Find a bargain. To find auctions for the sale of property, on the main page of the ETP, select the desired section. You can buy property at TEK-Torg in two sections — “Property sale” and “Seized property sale”. Enter keywords in the search bar, set up filters. Examine the auctions found and select the appropriate one.

When there are no questions left on the auction, apply for participation and make a deposit. The next step after submitting an application is participation in the auction. If you win, sign a contract for the purchase or lease of property.

How to sell property at TEK-Torg

There are many ways to sell property in an electronic auction — in the form of an electronic auction with a closed and open form of bidding, an auction to increase or decrease the price, a public offer, and so on. In general terms, the actions of the seller come down to several steps: publish a notice of sale, consider the applications received, select participants, wait for the electronic auction. Based on the results of the auction, publish the protocol and conclude a contract with the winner.
